Changing Landscapes

Changing Landscape of HRM

The scenario of Human Resource Management of today is very different from that of early 20th century. By 1920 evolution started. Before that it was characterized as an era of paternalistic benevolence. The organization was run by the sole will and fancy of the owner. The personnel department, if at all existed in an organization, was purely clerical in nature. Government started bringing in few legal enactments. It was due to the emerging sporadic incidents arising out of labor unrest and resultant work stoppages.

During 1940-1970 personnel function assumed reasonably good importance. Introduction of techniques in production and the increased awareness of rights by the workforce gave importance to personnel function. By 1980, it became more legalistic. In fact, a contractual culture had replaced paternalistic benevolence. By 1990's emphasis had shifted to Human Resource Department (HRD). Management of cultural diversity, teamwork, participative management, economic liberalization and globalization resulted in increased importance of HRM. The growth of knowledge industry, emerging importance of performance management, recognition of areas like employee engagement, job evaluation, compensation management etc were a few hallmarks of this era.

By the beginning of 1990's, recognition and growth of another area was total quality management. At this stage HRM was integrating with strategic management and had assumed importance and equaled to functions like production, marketing and finance.

Recent trends have changed the landscape of HRM. They are employees for lease, moonlighting by employees, flexitime and flexiwork, employees working from home, work related to employer's social responsibility, HR accounting, sophisticated exit policy and practice.

“Moonlighting” is a system in which employee earns additional money through working in some other organizations on a part-time basis, of course with the permission and blessings of his main employer (or some times doing own business).

“Employees on lease” is a system in which specialists in certain functions are leased on a consulting basis. The industry with limited expenses can utilize the expert service of highly competent Human Resource.

Areas like HR audit, HR research and HR information system have also become important in today's scenario.

Another notable change in organizations is the present job designations. In old days, designations were simply functional. Not much significance was attached to higher designations. Head of personnel function was only personnel/ industrial relations officer. Head of production in a chemical or pharma company was chief chemist. In today's context, they are Vice-President, President or Director. Designations like Chief Executive – Human Resources are not uncommon.

The unparalleled bulge in pay packets of recent years coupled with significant and high class designations to attract and motivate managerial staff is another development of present era.
